Role Summary
The Sea Fisheries Protection Authority (SFPA) is seeking to recruit an appropriately qualified and experienced Procurement Specialist to undertake the procurement function.
The Procurement Specialist will run the competitive tendering of supplies, services and works. The successful candidate will have experience dealing with supplier contracts, project delivery and procurement experience.
RESPONSIBILITIES

Ensure the organisation achieves value for money and enters into contracts which offer the most economically advantageous outcome
-
Ensure procurement of all goods / services is in accordance with the organisation’s procurement policies and procedures
-
Maintain and update organisation’s contracts register including OGP framework agreements
-
Approval of purchase orders on a day-to-day basis and issuance to suppliers
-
Support and assist the wider Finance team to resolve queries relating to procurement or suppliers invoices
-
Respond to supplier enquiries relating to procurement as required

Liaise with relevant business units in the preparation of tender requirements

Manage the delivery of tender processes to agreed timescales

Prepare and run tenders for sub-threshold procurements

Coordinate evaluation processes for tender responses

Ensure financial transactions reflect contract commitments and necessary controls are in place to monitor supplier performance against contracts

Assist in cost management reviews to identify areas of potential cost reduction for goods or services

Manage the organisation’s fleet in conjunction with the fleet management company

Manage the roll-out and integration of fuel cards in the organisation

Maintain records of purchases, pricing and contracts

Continually develop procurement expertise in the SFPA to support staff knowledge and expertise in procurement activities

Assistance with month end and year end procedures and analysis

Assistance with internal and external audit requirements

To work efficiently and productively in a multi-task environment on a daily basis

Identify and analyse problems using sound judgment to effectively resolve issues

Deal with finance related queries in a timely manner
-
Ad hoc procurement related activities as assigned
REQUIREMENTS
Essential Entry Requirements
-
At least 1- 2 years’ relevant experience in a similar role with demonstrable evidence of success in procurement and purchasing

Have a relevant third level qualification
-
IT skills, proficiency in Microsoft Office, and eTenders platform
-
Ability to work well under pressure, on own initiative and as a part of team

Analytical skills and evidence of systematic approach

Experience drafting, negotiating and managing contracts including knowledge of Contract Law
In addition to the minimum qualification entry requirement candidates must also have:

Fluent spoken and written English is absolutely essential

Full driving licence
Desirable entry requirements

Relevant qualification in the area of procurement

Public sector procurement experience, while an advantage, is not essential
