The Role

 

The individual appointed will report to the Financial Accountant. The successful candidate for this role will be a motivated self-starter with the ability to:

  • Monitor the financial progress of projects being undertaken including EMFF projects.

  • Ensure that project expenditure undertaken is accounted for accurately in support of the project objectives and in an efficient and effective manner.

  • Assist the Financial Accountant with the production of monthly management accounts and reports for ongoing projects in a timely and efficient manner.

  • Support the EMFF Project Manager and Finance Assistant in the preparation and updating of the EMFF financial business plans and detailed project budgets.

  • Work with the Finance Assistant to support the development of the financial models required to budget and report on the EMFF financial business plans in an efficient and effective way.

  • Complete monthly cash forecast that facilitates the management of the project cash flow in an effective and efficient manner.

  • Act as main point of liaison for EU audits on EMFF project expenditure and assist the wider Finance team with the production of financial statements and information for the annual audit by Comptroller and Auditor General as well as internal audits.

  • Provide regular updates and support to the SFPA Finance Team regarding EMFF projects.

  • Work with the Financial Accountant to establish an Accounts Receivable function as necessary to invoice for official control measures and manage the related income streams and debtors’ ledger, including bank postings, debtors’ reconciliations and credit control responsibilities.

  • Work with the Financial Accountant on the updating of Accounts Receivable and other relevant finance procedures in line with best practice.

  • Assist in the processing, review and payment of motor travel, domestic and foreign subsistence claims in line with SFPA and public sector procedures.

  • Responsible for administration of driver duty of car documentation in line with SFPA Travel & Subsistence policy. 

  • Working knowledge of general accounting principles, procedures, and practices which includes but is not limited to reconciliation of control accounts and ledgers, monitoring records of expenditures related to projects and credit control.

  • Assistance with month and year end procedures, processing and analysis.

  • Be competent in dealing with all internal & external customers in a professional and competent manner.

  • To work efficiently and productively in a multi-task environment on a daily basis.

  • Identify and analyse problems using sound judgment to effectively resolve issues.

  • Deal with finance related queries in a timely manner.

  • Plan, prioritise and organise their workload on their own initiative.

  • Undertake such other duties and responsibilities as may be determined by the Director of Finance/Financial Accountant.

 

Essential Entry Requirements

 

Candidates must meet the following essential requirements prior to their appointment:

  • 2-3 years relevant experience in a Finance function.

  • Have a relevant third level qualification, minimum Level 6.

  • Experience with industry financial systems.

  • Excellent numeric & accuracy skills.

  • Excellent computer skills with strong working knowledge of an accountancy software package and MS Excel.

  • Excellent attention to detail/customer service skills.

  • Strong ethos of confidentiality.

  • Excellent interpersonal skills.

 

In addition to the minimum qualification entry requirement candidates must also have:

  • Fluent spoken and written English.

Desirable entry requirements

  • Experience and qualifications relevant to Law, Legal matters or investigations.

  • Possess an existing or demonstrate a desire to work towards achieving a qualification relevant to Law, Legal matters or Investigations. In the event the successful candidate does not possess a relevant qualification in this area, they will be required to under take a relevant qualification while in post.

  • Possess knowledge/experience of the public sector/regulatory environment

  • Satisfactory knowledge of a second official and working language of the EU

  • Full driving licence
